Robert C. Rhone, Jr. was born on March 21, 1928, in Cheyenne, Wyoming.

He served 18 months in the US Army during WWII and then attended the University of Denver Law School. He practiced 10 years with the State Department of Revenue and in private practice.

In 1962, he was the only African-American member in the Colorado House of Representatives. He also served as Counsel for the NAACP, and was a civil rights activist.

Mr. Rhone passed from a pulmonary infraction on January 24, 1964, at the young age of 35.
